Fair shares under review

The system by which tuition fee income and teaching and research grants are allocated the resource centre allocation model is undergoing a comprehensive review. When introduced ten years ago, more than 85 percent of departmental income was distributed through the model; today it handles only 50 percent.

A small working group is coordinating the review, and heads of resource centres and interdisciplinary centres and deans of research and learning and teaching are being sent a questionnaire this month, as the first stage of evaluating the current model and establishing key criteria for any new system.

The group will be looking at how other institutions allocate resources and will make detailed proposals for a new model to be implemented in 2003.


The University's level of research is substantially higher than the national average, according to recent figures released by the HEFCE. Under the transparency review, 95% of HE institutions have reported their costs for publicly and non-publicly funded research and teaching.

The national figures for the UK show that teaching represents 50% of costs and research 35%. The University turns these figures on their head, with research making up 50% of costs, and teaching 35%. HEFCE is only publishing aggregate results, so Leeds' figures can't be compared with other research-led institutions.
