Student tuition fees and the replacement of grants with loans moved a step closer when the Teaching and Higher Education Bill completed its Committee stage on January 26. The Report stage is due to be held on February 23 and 26.
Education minister Baroness Blackstone announced during the Committee stage that the Government had not ruled out the possibility of eventually setting up a single student support agency, as recommended in the Dearing Report. However, for the duration of this Parliament, LEAs and the Student Loans Company would deliver the new arrangements established by the Bill.
The Government is to set up a central unit to means-test EU students following complaints from education authorities, which had originally been charged with the responsibility.
